Atalaya is an Android utility that surfaces what the phone's cellular radio already knows about the base stations around it. Instead of the single signal-bar summary the system status bar shows, it reads the details the radio reports for the serving cell and for neighbouring cells that are in range, and presents them as readable values on screen. That covers the identifiers used to tell one cell apart from another, the operator and network type behind them, and the signal measurements attached to each.
The app is aimed at people who need this data rather than at general phone tuning: checking why reception drops in one room, confirming which operator a roaming SIM has attached to, or watching how the handset moves between cells and network generations while travelling. Values update as the radio re-scans, so the display tracks changes in place rather than requiring a manual refresh.
What Atalaya can display is bounded by the device and the Android version it runs on, since neighbouring-cell reporting varies between vendors and platform releases. Location permission and a working cellular modem with an active SIM are prerequisites, so Wi-Fi-only tablets have nothing for it to read. It is an Android-only application.
